if you meet the requirements listed here you can go to Kara but be advised we only go to Kara on Fridays at 7pm server time. Just keep an eye out for the group forming. Normally it's Highgrade, Thalaria, or myself forming the group.
Make sure to read all of the forums for tips and tricks to gear up as well as the hunters in guild.
