1) I would have... and have... done exactly the same. Except when I do it it's in a live version and everyone wipes when the legendary locktank takes aggro

Despite the headache it can cause for lower levels... seeing things like this. Doom Lord Kazzak in SW. Dragons in major cities. It is a very fun part of the game to witness it... and die from it. 
Blizzard should do things like that from time to time to keep players on their toes. I mean.. the world of Azeroth was never 100% safe. Look at all the legion and scourge filth in just about all the zones.
