Well, this is a surprise project on Github: The wireless jammer.

(Note that it doesn't actually jam wireless, it just scans for all access points and basically ping floods them.)

I suppose if you have neighbors who are trying to connect to your AP or otherwise causing you grief, this is one possible solution.
