Level 18 is when you earn the achievement The Government Thinks I'm an Adult, but you still have to wait 3 more levels before you earn I Can Now Drink Legally (...in all 50 states.

The buffs include voting and opening up cigarette trade vendors; the nerfs include getting drafted and only being allowed to see women older than you (magnitude of nerf changes by zone).

And political power. Political power is a buff that sort of negates the nerf, so that's why you can see level 60 senators hitting it up with level 22 college grads.
Edit: @Tirian, no idea. Wouldn't surprise me, so that's why I included the "all 50 states," because then everything is covered.
