Basically in a very small nut shell, This smacks down California for alterior motives and over rules them in the over regularization of video games, saying that the "free" system in place the ESRB is in place for the parents not just the kids. And to do so would violate the freedom of speech as it would be unfair to regulate one form of media and not all forms. (music, movies, books,)
