I wonder if the same applies federally (though I don't think so).

I don't think so, because I gather this was on the municipal level. Though, I do wonder how many municipalities have intelligence limits to avoid turn-over. Makes you wonder!

I think they have been applying that rule to our polotitians for a longtime. so why not cops....... :trollface:
